The Department of Fisheries under the Ministry of Fisheries, Animal Husbandry & Dairying (MoFAH&D) held a high-level meeting to strengthen the implementation of the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) and promote technology transfer in fisheries and aquaculture through the Indian Council of Agricultural Research (ICAR) Fisheries Extension Network. The meeting, chaired by Dr. Abhilaksh Likhi, Secretary of the Department of Fisheries (DoF), brought together representatives from the Department of Agriculture and Farmers Welfare (DoA&FW), ICAR, Agricultural Technology Application Research Institutes (ATARI), Matsya Seva Kendras, Krishi Vigyan Kendras, state fisheries officers, and key training and research institutes.

In his keynote address, Dr. Likhi stressed the importance of fisheries extension in reaching fish farmers across India with essential resources, information, and government support. Highlighting the role of ICAR’s Fisheries Extension Network, he noted that effective technology transfer is vital for achieving last-mile connectivity in the sector. He also mentioned the recent formation of the High-Level Ministerial Committee and the High-Level Secretaries Committee, established to recommend ways to strengthen extension and outreach in fisheries, animal husbandry, and dairying.

Shri Sagar Mehra, Joint Secretary of the Department of Fisheries, outlined the benefits and key components of PM-MKSSY. This sub-scheme, introduced to aid fish farmers, focuses on improving productivity, sustainability, and economic growth within the fisheries sector. Shri Samuel Praveen Kumar, Joint Secretary of DoA&FW, presented the Agriculture Extension System in India and introduced the Post Virtually Integrated System to Access Agricultural Resources (VISTAAR) as a new approach to streamlining information and resources for farmers, including those in fisheries. VISTAAR is intended to simplify access to agricultural resources and support services, creating a seamless extension network to connect fish farmers with essential guidance and aid.
Collaboration for Effective Implementation and Sustainable Growth
The meeting highlighted the critical need for collaboration between multiple stakeholders to successfully implement PM-MKSSY. By bringing together ICAR institutions, state and UT fisheries departments, and various training and support agencies, the session emphasized building strong networks within the fisheries sector. These efforts are aimed at providing fish farmers with capacity-building programs, technical support, and assistance for adopting innovative technologies, ultimately fostering sustainable development.
Additionally, participants discussed integrating traceability modules within PM-MKSSY to enhance the quality and reliability of fishery products and improve transparency throughout the supply chain. State and UT fisheries departments committed to facilitating these initiatives, ensuring that fish farmers can easily access the tools, information, and support they need to achieve sustainable growth.
