In a significant move to strengthen India’s agricultural sector, the Union Cabinet approved two major schemes on Thursday, October 3, aimed at supporting farmers and enhancing food security. 

The two schemes, Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY), are designed to promote sustainable agricultural practices and help India achieve self-sufficiency in food production. This initiative comes with a massive allocation of ₹1,01,321 crore, signalling the government’s commitment to boosting the agricultural sector. 

These new schemes will consolidate various existing Centrally Sponsored Schemes (CSS) under the Ministry of Agriculture and Farmers’ Welfare into two comprehensive programs. The aim is to streamline resources, avoid duplication, and give states more flexibility in addressing the unique challenges faced by farmers across the country. 

Minister of Information and Broadcasting Ashwini Vaishnav highlighted the importance of these initiatives, emphasizing how technology will play a pivotal role in ensuring the efficient implementation of various components. “All components shall leverage technology to ensure efficient and effective implementation of the schemes. These schemes are implemented through the State Governments,” said the minister. 

Focus on Sustainability and Climate Resilience 

One of the key objectives of these new umbrella schemes is to ensure the long-term sustainability of India’s agriculture sector. The government is keen on addressing pressing issues such as nutrition security, climate resilience, and the development of value chains. By integrating private sector participation into the fold, the schemes aim to make agriculture more resilient to the impacts of climate change and market volatility. 

The schemes also provide states with the flexibility to design their agricultural development strategies based on their specific needs. This is particularly important given the diversity in India’s agricultural landscape, where different regions face distinct challenges in terms of soil quality, water availability, and climate conditions. 

A government statement confirmed that state governments will now be able to draw up comprehensive strategic plans that suit their regional requirements. These plans will be approved in a streamlined manner, avoiding the need for separate approvals for individual schemes. This change is expected to reduce bureaucratic delays and improve the speed at which states can access funds and resources for agricultural projects. 

Key Objectives of the New Schemes 

The government outlined several critical objectives for the consolidation of these schemes: 

• Avoid duplication and ensure convergence of efforts. 

• Provide states with flexibility to address their specific agricultural challenges. 

• Focus on upcoming issues such as nutrition security, sustainability, and climate resilience. 

• Enable better development of agricultural value chains and increase private sector participation. 

In addition to the broader goals of the two schemes, the government has also initiated specific missions to support the farming community. These include the National Mission for Edible Oil-Oil Palm (NMEO-OP), which aims to boost the production of edible oil, and the Digital Agriculture initiative, which seeks to modernize agriculture by introducing digital solutions to farming challenges.

Vaishnav reiterated that the use of technology will be crucial in achieving the goals set out under the PM-RKVY and KY schemes. From digital tools that improve crop monitoring to innovations that enhance water and soil management, technology will be the backbone of these schemes, ensuring that farmers can benefit from efficient and effective solutions. 

By fostering collaboration between the central government, state governments, and the private sector, the schemes are designed to create a more sustainable and prosperous agricultural sector.
